The City of North Tonawanda (City) has a well-defined Stormwater Management Program (SWMP) that maintains compliance with the requirements of the most recent NYSDEC SPDES General Permit for Stormwater Discharges from Municipal Separate Storm Sewer Systems (MS4s).  JM Davidson Engineering, D.P.C. (JMD) assists the City with implementation of their SWMP, and is responsible for the following tasks:

  • Preparing the City’s Stormwater Annual Report for submission to the NYSDEC, including meeting with City Department Heads to gather information, preparing the Draft Annual Report and finalizing based on review comments from the City, and assisting with public review of the Annual Report.
  •  Reviewing and updating the City’s written SWMP, Stormwater Pollution Prevention Plan (SWPPP)/Active Construction Site Inventory, Post-Construction Stormwater Best Management Practice (BMP) Inventory, and City-owned Facility Inventory.
  • Attending the Western New York Stormwater Coalition meetings on behalf of the City.
  • Working with the City Engineering Department to update the City’s stormwater webpage, as needed.
  • Assisting the City with internal audits of pollution prevention/good housekeeping for municipal operations (PP/GH) practices.
  • Assisting the City with PP/GH inspections of municipal facilities, as needed.
  • Assisting the City with stormwater outfall and pond inspections.
  • Completing construction site/SWPPP inspections, as needed.
  • Reviewing and organizing the City’s stormwater-related documentation.
